"Professing themselves to be wise, they become fools."
Paul is speaking to the Romans and the issues of their day. He gives a long list of sins, which as I read them I could see all of them in our day. You can see how they are part of the wisdom of man, and not of God. All these sins do make men become fools. You can have all the wisdom in the world but lack common sense. God's ways are not our ways and when we think our way is better, we will eventual realize how foolish we are.
To illustrate this, imagine you are walking along a beach and see a sign "Dangerous currents, no swimming", but you think how inviting the water looks and how fun it will be to swim in them. You are smart enough to stay just beyond the troubles. Your freedom to do as you please is more important than being confided to the beach. You think your smart enough to swim those waters and remain safe. Once in the ocean you have lots of fun, but suddenly you are grasped by the dangerous currents. Try as you might you are not strong enough to swim out of them by yourself. You now look back at the lone person on the beach that you mocked for having no freedom. The one that stayed within the bounds the lifeguard set. You understand how wise they were, and how foolish you have now become. They have their freedom to run along the beach and play where it's safe, and you are now a prisoner to the sea. God doesn't give us rules to control us, he does it for our protection. His guiding hand of protection and safety will be there if we only reach out for it.
