Today's Favorite Verse: Doctrine & Covenants 113:9-10
"What are we to understand by Zion loosing herself from the bands of her neck; 2nd verse?
We are to understand that the scattered remnants are exhorted to return to the Lord from whence they have fallen; which is they do, the promise of the Lord is that he will speak to them, or give them revelation. See the 6th, 7th, and 8th verses. The bands of her neck are the curses of God upon her, or the remnants of Israel in their scattered condition among the Gentiles."
This chapter contains "answers to certain questions on the writings of Isaiah, given by Joseph Smith". This is similar to chapter 77 where Joseph Smith received explanation of the Revelation of St. John. It was another question and answer session by the Spirit. Just like the book of Revelations is hard to understand, so is the the book of Isaiah. What he was impressed to asked was guided by the Spirit. That answers came by that means too. These are keys to understanding. I am sure when the time is right I will understand things very plainly.
