"And now it came to pass that after Alma had made an end of speaking unto the people of the church, which was established in the city of Zarahemla, he ordained priests and elders, by laying on his hands according to the order of God, to preside and watch over the church.
And thus they began to establish the order of the church in the city of Zarahemla."
Alma is traveling and setting up the church in all the land. In this chapter it speaks of setting up the church in Zarahemla. They baptized people not of the church, and removed those from the records of the church that would not repent of their wickedness. He was putting things in order and giving direction and council to the members. The most important thing was first to ordain priests and elders to watch over the church. They were given the authority by the laying on of hands. It is no different in Alma's time then it is now.
